Iron hand-shackles joined by a short chain, the bailiff’s tool. Click someone with them to shackle their hands; getting out takes a long time.

How to get it

- Forge shackles at the
Anvil, with a smith’s hammer and a lit 
Forge (2 charcoal’s worth of heat): 
2 bars of iron → pair of shackles (8 s).
What it's for
- Like rope, but iron: much longer to work free of with B (Resist). Anyone can take them off with an empty hand and the Help intent.
